For all these cheats you've to activate first the "prepare for ship-cheats". For sails is important to know that it will only work for sails which are not already destroyed. This means if you already have damaged and destroyed sails, the cheat will repair the damaged ones but cannot restore the destroyed ones. The cooldown for cannons will only cheat the cooldown-time, but your crew still need a short moment for reload!
Hereby you can set your money (Reales) to the shown value if you open your inventory with active cheat.
