Activate this cheat when you're within the negotiation-menu at the beginning of the saison. As long as active, you can negotiate as long as you like. But don't overplay!

View statistics-finances, activate the cheat befor viewing the club in detail screen and disable the cheat befor leaving the club-details.

Now activate the cheat and switch to a stadium you like to speed up the construction. Each element with the under construction state (not planed) will be finished within one week instead of 1-5 weeks. Repeat this cheat one times a week to finish your stadium as soon as possible.
